Legal and technical requirements for electronic invoicing in Tunisia
Legal Basis
The legal basis was established by the 2016 Finance Law, whose article 22 equates the electronic invoice with the traditional paper invoice and designates Tunisia TradeNet (TTN) as the technical operator of the system. Subsequently, government decree no. 2016-1066 of August 15, 2016 developed the conditions and procedures for issuing and submitting electronic invoices, defining the necessary technical and control requirements.
Similarly, the Tunisian VAT code (article 18, paragraph II ter) and the code of tax rights and procedures (article 94) have integrated provisions relating to electronic invoices, setting the mandatory information they must contain and giving them full legal effect.
According to these rules, companies required to invoice electronically in Tunisia must comply with several technical and administrative requirements.
Technical Requirements
Digital Certificate
It is necessary to obtain a qualified digital certificate, issued by the National Electronic Certification Agency (ANCE), to guarantee the electronic signature of invoices.

Each company must subscribe to the 'El Fatoora' service from TTN, which serves as a platform for the exchange and validation of electronic invoices.

The invoicing solution used by the company must be able to generate invoices in TEIF format (Tunisian Electronic Invoice Format), compliant with the XML standard defined by the tax administration.
Double Electronic Signature
Once an invoice has been issued in TEIF format, the TTN system assigns it a unique identifier and submits it to a double electronic signature process: that of the issuer (company) and the digital signature of TTN itself as a trusted third party. A signed QR code (Visible Electronic Stamp) is also incorporated into each invoice.
System Benefits
Thanks to this system, each valid electronic invoice is registered in real time with the Ministry of Finance. TTN transmits a copy of validated invoices to the tax administration and ensures their electronic storage in accordance with current technical rules. Electronic invoices can possibly be converted to a readable PDF for practical purposes (for example, delivery to end customers or roadside checks), without losing their tax value, provided that the original signed and registered file is stored in accordance with official specifications.
